I have been using a similar "system" for many years on my legs. Only I didn't pay $10 for it.

I buy 260 grit sandpaper! I cut it into a size that's easy for me to handle and gently rub my legs with it. The first few times I did it my legs were left a little red and irritated, but they quickly became accustomed to it. Now I use this all the time instead of shaving at all. I haven't shaved in about 5 yrs now.

Also I've found that if I do this regularly, before long I don't have to do it as often because somehow it does seem to inhibit the growth. Don't know how or why but it does.

I totally agree with the previous poster that it's a complete waste of money.

Biggest waste of ten bucks. it only slightly trims down the hair to a poky stubble (should have just shaved to begin with), hair does NOT simply smooth away because the hair did NOT go away. it just left my skin red and irritated. so much for exfoliating. I would NOT recommend it.
