No need to check local laws, I just read in another article, and verified at us.gov that pigeons (this is surprising) are protected under federal law. it's illegal to harm or kill them (all non-game birds actually). I guess a falconer can do it, since it's another bird doing the work. The Owl does not work. I have one on my porch, which the previous homeowner told me to move every day to scare them away. It does barely work but not worth the time or effort. Search and destroy (not for the faint of heart). The ONLY way to deal with them. You cannot relocate the pest, they will return, and bring friends and offspring! Sunflower seeds make great bait for trapping (I use a raccoon/groundhog sized metal trap). in areas where shotguns aren't allowed. They overpopulate and are health hazards because of their dropping! I have a mom and dad pigeon in my car port and now I have a baby. I tried a fake owl right in the middle of the eves of my car port and they have not shown any signs of being afraid of it. I have pigeons on my patio. I live on the 14th floor of an apt bldg. I tried the fake owl and it worked a little. I have about 4 pigeons that keep coming here and two are very tame. I think the non-tame pigeons are afreaid of the owl but the tame ones are not. I tried throwing water on them and two of the three that were sleeping on my patio left. Cut long strings of light weight ribbon. Then, tumb tack or staple to the wall, roof, edging where ever. The ribbon "floats" in the air and distracts the bird's depth perception. They won't land because they can't "jugde" the spacial area. Well I moved into an apt building and bought all new furniture. The cardboard boxes that came with the furniture I left out on the balcony. Now I have a pigeons nest and the eggs have hatched already, is there any way I can disposed of the birds safly with out harming then or getting the human sent on them so the mother doesn't disown her babys? It's not exactly humane but you don't have to pick up the body later. Pigeons invaded the back door over-hang at my house and I tried this tip. They landed up on it once or twice and promptly flew away. I think it's the odor they dislike. I hang old empty pie pans in my garden to keep the birds out. They don't like the shiny metal I guess. I don't know but it works.
