I will explain a hanging chad by telling how is was created. The original wall paper was put on bare dry wall ( no sizing or wall preparation was done by the contractor). Upon steaming off the wall paper 25 years later, pieces of the dry wall surface (gray face paper) came with it leaving about 5000 gouges. An average gouge is 1" in length, 1/8" wide, and 1/16" deep. Not all the pieces ripped off during wall paper removal and remain attached at the deep end of the gouge.

Many of the gouges have covering still attached, because as the thin piece of face paper was ripping off the surface getting deeper as it ripped, it stayed attached at the deepest point. So those gouges with coverings I refer to as hanging chads (a term I borrowed from the punched voting cards in the Florida presidential Gore /Bush election.

I don't know what chad is,but if you are refering to the yellow colored paper left after you remove the front of the wallpaper, just spray it with water let if soak in and it should just peel right off.
