My children and I make these every year. They're cheap to make and very beautiful to look at. I use staples to make them. I also add garland in the middle to hide the green wire from the lights. I spoke with a lawyer here in my state (Texas) and he said that it doesn't have to be paid back at all. He said that once you reach retirement age, you will only get one check.
