When I prepare a meal like this, in my family we call it goulash. I brown the hamburger, some onion, green or red peppers, celery and drain all the grease out, then I add the pasta (macaroni) and add whatever type of tomato product I'm going to use. I also add a can of diced tomatoes and a can of whole kernel corn. That makes it a complete meal. I also add whatever water is necessary to keep it moist until the pasta is cooked. This might sound harsh, but if your mother-in-law is allergic to cats, maybe she shouldn't be smoking either. Also you shouldn't have to put the cats in the basement. She is going to have to learn to adapt to the cats.
