Don't go bare minimum liability, make sure you are protected if you are at fault but drop the full coverage. Even if you have full coverage, your insurance company is only going to give you current market value or maybe a little over to make you happier but you will not get what you think it is worth, insurance companies do not increase value because it has been a good car for you.
Personally, I buy cheap, carry liability and drive them til they drop. I have saved many thousands of dollars on car payments and full coverage insurance payments over the years. While the breaker is possibly bad,I would bet on either mixed up wires when rewiring or a GFI issue. Since you say it is new wiring, I would bet you have the newer GFI version which, when it can no longer offer protection due to damage, locks out power and must be replaced. GFIs use electronics to protect you from harm and a dead short will ruin electronics.

First and foremost do not put in a 20amp breaker as suggested above. Breakers don't usually get hot unless they don't trip as designed and go under a long overload. They are usually thermo-magnetic and the pieces of metal inside that trip under an overload condition heat much quicker than the case.
The easiest thing, since you are comfortable making the change, is for the $10 it costs put in a new breaker that matches you panel. If the tripping stops it was the breaker. If not, start looking for something that cycles on during the night that might be on the circuit that you don't know about. Many times something is tied into a circuit that you would never guess was there.
Do you have something that turns on automatically during the night? A freezer, fridge or water softener on a timer can cause the problem. Could there be outside outlets tied into the circuit? Energy theft is becoming more of a problem as people struggle with utility bills in a bad economy.
And another thought, a loose wire at a device-switch or receptacle- can cause the breaker to trip. With the breaker off test each recept to make sure it doesn't have power-no since getting zapped by assuming all power is off when it isn't- and remove the recpet and look for damaged or burnt wiring or loose connections.
I've been in wholesale electrical distribution for 23+ years and it scares me when people say you can put a larger breaker in. What you are looking for is called an engine or block heater. They install in the cooling system and heat the coolant and circulate it through the engine to prewarm it. They plug into an outlet, which should be on a timer, to turn it on at a set time, if it doesn't have a built in timer. Assuming it is an electric dryer, it could be your element is burning out and is not producing the full heat it used to. Elements work by resistance and do burn out slowly sometimes. The could be a bad thermal limiter that is turning the element off and on. the other thing it could be is you might only be getting half the voltage you need, your breaker might be bad and one side is not sending the current through so intstead of 240 your dryer is only getting 120 and producing half the heat. ...
