It is probably kennel cough. You need to get medicine from a vet to clear it up. It will not go away on it's own & is very contagious to other dogs.
Try your local SPCA or low cost clinic if you can not afford a vet.
A hair in her throat might cause gagging, but a true hairball is in her stomach or further down, where she won't even feel it until it's too big to pass.
Has your dog been wormed? A bad infestation can cause a cough.
Thanks all. It's time for her rabies shot so we'll be taking a trip to the vet.
