Multifunction Printer on 15 Amp Circuit Dims the Lights?

My brand new multifunction printer dims the lights! It does this in different rooms which are on different breakers, all at 15 amps. It's a new house, so I know the wiring isn't a problem.

Would installing a 20 amp breaker stop the lights from flickering?

My husband is an architect, he said "all lighting" is usually on 1 circuit breaker anyway. He suggested you plug printer into 110-outlet located near washer/dryer (as this usually is 110-outlet).
