Frugal is using your childrens already owned toys for their Easter baskets! Thats what we do and the kids really can't stand it, but we get a good laugh from it!!!!
I used milk jugs! I cleaned them out and cut the front out into a jagged look. I then used shredded newspaper for the grass and filled it with all kinds of goodies!
