I have never heard of making acrylic nails at home. However, discount stores have the kits that include the nails and everything you need to apply them at home.
Yes, but you have to know how to do it. I have done it for years. You can buy the products and brushes at Sally's Beauty Supply and don't need a card but you must know how to sculpt them.
