Can cheese that has thawed out be refrozen? Can frozen pizza dough that has thawed out be refrozen?

Nope, refreezing the dough again will kill the yeast. Freeze and thaw is a one time thing so only thaw what you need.

Not according to a safe serve class (food service health dept.) that I just took.

My carrots were frozen in the ground, can they be cleaned and blanched and refrozen or do I need to keep them frozen and prepare what we need for a meal?

You should be able to refreeze cheese, but not the pizza dough.

Keep in mind that anything you freeze and thaw, even if safe, will probably change in consistency. Freezing sucks moisture out of food, so thawing and refreezing can make foods dry or mushy.
