We made bamboo windchimes, but they don't make a noise even in a strong wind. What do we need to do to correct the situation? Close them up together or sand them or what? No chimes are happening.

Did you put something in the middle, between the pipes for them to bump against? Also bamboo wind chimes won't make much noise, just kind of a rustling sound, unless you have other materilas mixed with them to make more noise.
