The organic material that is to become compost needs the bacteria that is in the ground to start making the compost. So if you have plastic between the vegetation and the ground you will not have compost.
Another point, moisture must be allowed to drain through composting material into the ground. Otherwise you will end up with unwanted smelly mould/mildew in your compost material.
