Do Shih tzu's have a gland that gets blocked and causes them to have a foul smell?

All dogs have anal glands that have a foul smell when they are expressed or cause problems when they are blocked. Other causes of bad odor are infected teeth, skin problems especially in a long haired dog that hair could be hiding anything. Feet can also get yeast typ problems that smell bad too. If you are able, and assuming you have bathed the dog, you may want to get it checked by the vet or mention to your groomer your concerns, maybe they will have noticed something you didn't.

if a dog expresses the anal glands you will know it! It is the worse smell you will ever smell!

My understanding is yes. Our friend grooms animals for a living and she told me about them and how to "drain" them. I am unsure if that is the right wording or not. I would suggest you call a vet or an animal groomer for the answer to your question AND it would be getting the answer to your question/s for free.
