Making Clothing For Miniature Toy Soldiers?

Need ideas on how to make toy soldier miniature clothing from tissue paper. I would be open to other methods. I am using 54mm naked toy lead figurines and wish to convert them to Roman citizens, civilians and senators wearing togas and tunics.

Crepe paper or scraps of silk or nylon would work better. Get a book on costumes or fashions thru the ages--one with patterns included. Adapt the patterns to the size you need. Since the book is small, what is printed might be about the right size as is.
