Can you use just water on wallpaper if your putting it on panels?

If the wall paper is pre-pasted you do not need to add paste. If you are hanging it on wall board that is not primed it should be primed first or you will not get it off later. To hang paper on paneling you should use a liner paper under it. Good luck.
