Since it would not be safe to eat off of the glazed saucers, what about the plain terracotta saucers for pots?

I wouldn't do it. Glazed or unglazed, they may contain dangerous amounts of lead. If you are determined to dine from these things, use them as decorative chargers and place a safe plate on top of them.

On page 8, #17 is says:
17. Imported brightly colored mugs, dishes and terra cotta pots often contain lead. This lead can leach into your food during cooking, serving or storage.
Solution: Test dishes with inexpensive home lead test kits available at local hardware stores. If a test is positive for lead, discontinue use.
Other sites are saying it is safe because the manufacturers do not put lead in there clay.
To be careful and safe do a test even if they are not glazed even though it's highly unlikely unglazed contains lead. One more thing to know is that glazed terracotta manufactured for cooking/serving use, including utensils such as spoons, should be tested if made in Mexico or Asia because of the use of lead in their terracotta products.
