How do you clean glass that looks like it is permanently dirty? I bought an older house ('79) and the windows won't clean. It appears they are permanently stained? Any suggestions?

Clean them with foaming bathroom cleaner. It should get the worst of it off. You will still have to follow up with regular window cleaner.
Is it possible that they are not stained but rather that it just happens to be the color of the glass?
If they are stains and you decide to use foaming bathroom cleaner please wear a mask and have other windows and doors open! The chemicals in that type of cleanser are highly damaging to lungs ... I know that from personal experience :-(
I've found that a mixture of good old fashioned cider vinegar and water mixture works better than almost any other cleanser and is safe for people, pets and the environment.
It's possible that it's just the colour of the glass. It may be permanently stained (but that would pretty much have to mean that no one ever washed them until you.) Have you tried a power washer?
Keep in mind that back then, most houses used 1/16th glass, which means it was literally 1/16th inch thick. It was inferior glass, and without the modern day coatings, was susseptable to suns' ray damage.
If you can, replace the windows but if you can't then a nice lace curtain over them will camo' the effects. Good luck.
