We had a neighbor who was always having pals over working on cars, go carts, motorcycles, anything automotive. When he'd leave the house, he'd leave his garage door part of the way open for his friend to use his tools. Well one weekend, someone came over while they were gone, and took one of his dune buggies and tools. When he called the cops, they arrived and started asking all the neighbors if they saw anyone or anything, they all said, "Well, he has so many pals over, we never know who doesn't have the right to be over there." They don't think it was one of his friends, but someone that drove by looking for someone's carelessness.

I would say it was one of his "friends". If not it was one of his "friends" "friends".
It could have been a friend of one of the pals. One of the pals probably told the wrong person about it or was even in on it. I mean the Dune Buggy could be sold. If the garage door was only partially open then someone just passing by couldn't necessarily know if someone was in the garage or not. Of course I don't know what partially open necessarily means but if it was open enough for the pals to get in, might not have been open enough for anyone passing by to see what was in there.
