I admit I know very little about guns, but my first thought was a wire brush and gun oil? Scrub with the wire brush and coat with the gun oil.

I would soak it in gun oil for a week or more if badly rusted. Then wipe off the oil with kerosine dampened cloth. If it looked good then use a gun blue kit. (following the directions)
