Yes but the surface should be abraided first to help the new paint to adhere. You can use fine sandpaper or nylon mesh impregnated with a fine grit. The nylon is made by 3M and is called Scotch Brite. It can be bought in automotive part stores. It is flexable and can be used wet if need be.

The best way is to first sand it a bit to give it some "tooth" & to partially remove the gloss, then prime, then paint. But second best is to first wipe the whole thing down with rubbing alcohol to remove any grease & grime (after washing your hands to remove any oils or lotions) then apply a HIGH ADHESIVE primer (Like "Gripper" or "Zinsser 123") then paint with a latex or acrylic paint, or a third option would be to just use Melamine Paint (which is oil based) or one of the "Hammered" types of paint (also oil based).

These are much more expensive & smelly. I recommend the second option.
