Straight distilled vinegar soaked rag should work.

Old fashioned Vim or Ajax works well. Sprinkle sparingly onto a damp cloth and rub. Very little effort required.

I have tried Cif/Jif and most leading multipurpose cleaners with no luck. I have even tries these "it works blocks" that flash to a similar product.

Helped my mom clean up a rental property after "heavy" smokers moved out, tar and nicotine stains everywhere! Best thing we found was "Scrubbing Bubbles" by Dow Company. Some areas we had to go over 2 or 3 times but the stuff came off. Spray on let work for a short time but wipe off before the bubbles go flat. The bubbles lift stuff off but if it resettles on the surface, it smears. Hope this helps!
