Solution For A Flooded Garden Allotment?

We have recently taken over an allotment and are planning to grow vegetables. My problem is the previous occupier dug lots of holes for projects they never finished, and now all the holes are flooded with water. Please can someone suggest how to fix this - I am concerned that what I will do will just send the water to the next plot. Thanks

You can either put in drain tile or build up the soil several inches and put landscaping timbers around the perimeter (raised garden).

There's not enough information here Jane. Where is the water coming from? Rainwater? Ground water? Where is the nearest place you can drain it too? What is the soil type? Do the surrounding allotment holders have a drainage problem? What do they do? If you find out why the water isn't draining the solution will be much more obvious.
