The vacuum filter is putting back dirty water into the pool. Every time we vacuum the pool, within the minute even after we cleaned the filter out, the returning water from the filter is just as dirty as the water that was vacuumed out. Any suggestion? We'll appreciate it. Thank you.

Change the sand in your filter. It will work great. It could just be low on sand too.
It sounds like you tried to vac in closed system and didn't clean the filter afterward.
TIP: have a cooky sheet or clean bucket for small parts so they don't get lost.
TIP: When pulling fin/filters take them out in order and clean them in the same order so you can put back the same way (*mine were all different - pitb to get back if they got mixed up)
Shut off your valves on both sides of the filter so the water from pool won't drain.
For a DE filter, first open the valve on top of the filter housing (*you need to take the butterfly completely off).
Then open the drain (if you have a shut off on it). Let it drain,
Open the filter housing (safety ring needs to come off)
Run some water from hose into filter tank to help loosen the sediment on the bottom.
Pull the fans/filters. There may be a strap holding them all in place with a place holder, if its packed you will have a hard time pulling the fan/filter assembly. Wiggle while hose is running usually helps. You will need to take the whole frame apart (mine had about 8 fins/filters).
Spray clean each one, making sure they have no DE or other matter between the fabric. Also check for holes or tears (you can get replacements).
Check the filter basket that is before the DE filer *NOT the pool filter. Does it need cleared? if so remove the top of filter, pull basket. Rinse with hose.
While the fan/filters are draining, take the hose and cleaning out the housing of the filter itself.
Put fan/filter assembly together again (*I could usually get away with NOT taking it apart each time unless I vac'd in closed system).
Replace into the filter housing. Close the drain shut off. Fill with water.
**When the water is at the top of the basket filter you need to stop water, replace and close up basket top before it overflows too much.
Turn water back on, fill filter housing. Replace top, make sure the O ring seats well (*these need a special grease - can be replaced when stretched). Put on locking ring, make sure its in lock position (*usually a tab). Put butterfly back on top valve DO NOT tighten.
Open BOTH valves to pool, pool water will continue to fill the filter and the basket filter.
Once the water comes out the top valve you can tighten. Turn on filter and bleed out any excess air in system using the butterfly valve.
If pool is really gross sometimes its worth vac in open position so the dirty water goes out the drain. Pre sweep pool gunk to one area, let sit. It is quicker to vac one area than the whole pool.

Have you back washed? You did not state what kind of pool you have. If you have an above ground pool with a sand filter, you will need to turn the top lever to pump to waste for about 5 to 10 seconds then filter to waste about the same time then to backwash, make sure you have the clear blue vinyl like hose attached.
