I changed the water filter on the refrigerator and now the ice maker will not make ice. The arm for the maker is in the right position to make ice.

This might seems like a silly question but did you turn the water back on? This did happen to a friend & this "popped" into my head when I read your post.
My ice maker has an on/off button that I have to reset every now and then. I have to turn it off then hold the button down for a few seconds.
