In the old days when they made pom poms we used a form of tissue paper. Well I thought to be easy and so children can help, use tissue paper of any colors. You can use the same color or different colors. It is a fun way of doing it and the children love helping. They can do the cutting or the pasting on the material that is used for the waist band.
