In the old days when they made pom poms we used a form of tissue paper. Well I thought to be easy and so children can help, use tissue paper of any colors. You can use the same color or different colors. It is a fun way of doing it and the children love helping. They can do the cutting or the pasting on the material that is used for the waist band. That is how we make a grass skirt.
