Finding a Family Circle 4th of July Decoration from the 1980s

I would like the instructions for a 4th of July decoration that was in Family Circle magazine prior to July 1984. It consisted of making a drum with poster board and Styrofoam then covering Styrofoam balls with fabric.

To make a wind blower for Independence Day, buy several rolls of ribbon-red, white and blue of course!, and a wooden or metal embroidery hoop. Simply cut long strips of ribbon and tie onto hoop in some pattern or mix.
