Is a red Osier dogwood supposed to be a tree or bush? I was given a stem about 2 feet long, which now has shoots coming out all along the stem. I need to remove those lower shoots if it is supposed to be a tree, right?

A red osier dogwood is classified as a shrub, but it is actually a very small tree, less than fifteen feet high. I wouldn't remove anything from the tree until it's had a couple year's worth of growth. Then you can trim some of the branches from the bottom.
