dip the cuttings in a root starter product available at reputable gardening center. Some products have you soak the cuttings in water with the root starter until roots form and then plant.
Is there a rooting hormone I can buy, either liquid or dry, for pomegranate tree cuttings?

You should be able to buy root hormone at a nursery or Walmart. I bought it in a powder form at Walmart.
