What can I use to sterilize a foot soaker I purchased used?

The hot water and soap idea is good, but you should always follow that with bleach. Dilute bleach mixture kills the HIV virus at hospitals, so it will be best for anything like that purchased used.

I would use the hot soap and water also, then a good cleaning with bleach. Bleach is the best sterilizer.
