Hello. If this is growing in a bog, then there is no real problem as that's where mare's tail lives. If it's growing in a garden, then I believe you have horse tail weed. http://www.dgsgardening.btinternet.co.uk/horsetail.htm
This is a pain, however, this can be a beneficial plant. It is rumored to have properties that help with some stings and things of that nature. http://www.bodyandfitness.com/Information/Herbal/Research/horsetail.htm
I never tried to completely get rid of mine. I even let the plants have one small raised planter. They didn't seem to venture to far from that one structure. Good luck.
