Cabbage Not Forming Heads

I planted broccoli, cauliflower, and cabbage last February. The broccoli produced twice and is done, cauliflower heads are getting bigger, (it's now May 11), but cabbage is not making heads. Why? They all grew in grow bags with organic fertilizer. It's starting to get hot occasionally (91F on some days here). Will the cabbage ever produce a head. I thought 90 days would bring maturity?
