We, six members, want to tour Singapore and Malaysia. Our budget is limited. We are vegetarian. We are from Mumbai, India. Please advise.

I am assuming that when you say "Malaysia" you are really saying KL. If this is the case you will have no problems in either city. Both are beautiful, clean and easy to navigate. You will have no issues finding food that suites your diet requirements.
However, you will have a challenge doing the Singapore portion of your trip on a budget. This is currently one of the most expensive cities in the world and by far the most expensive in SE Asia. If you are putting together a trip on the cheep, ;) I would recommend replacing Singapore with Bangkok.
