They would not be hard to make. Use inexpensive fabric or chiffon to make a small tote or dwrastring bag. Could be made for about 50cents each and they would have another keepsake.
You might try papermart.com in California. They also carry plastic and cloth gift bags. I ordered small boxes last year and got excellent service from them. They were more highly recommended by the Better Business Bureau than U.S. Box. U.S. Box had some complaints about their service at that time. You might check again on the BBB website.
