Garage sales, Salvation Army, Goodwill all have dirt cheap supplies. Also American Science and Surplus www.sciplus.com has great stuff and the website and catalogue sound like they were written by someone from Comedy Central. VERY FUNNY, but not dirty.

TRY:misterart.com sunshinecrafts.com I've done business w/both and never disappointed w/either.try biglots(can't order on line but their crafting dept.is expanding.My best bet when trying to find something is"google" enter "craftsupplies".Some kids craft sites you might try are:kaboose.com;familyfun.com. another site for craft ideas is:about.com If your craft is not there it doesn't exist..lol Hope I helped you out...
