I've made my own for years and it works just fine! I use 1/4 cup of rubbing alcohol and 3/4 cup of witch hazel. You can add a couple of drops of blue food coloring to make it look store bought. I hope this recipe helps.

This is a good idea but I don't think I'd put in the blue food color.
An inexpensive alternative to the cosmetic counter toner is witch hazel. It helps reduce breakouts and is clean smelling.
I usually dilute my toner: 50% toner and 50% witch hazel.
