Improving the Functionality of Windmills and Wind Generators

Is it true that the higher one, tries to pitch the windmill, the better the chance of getting a stronger breeze?

Is that more than a likelihood, or guess?

I may have to go to some hard work, to lift up my low-performance windmill, to a greater height and thank somebody to justify the effort prior to me doing it!
