Got no clue for specifics, but I do know some of what you will need: A Cheap old lampshade.
A lampshade pattern.
Remember, Ties cannot be seen through, so you might just want to pull apart the seam on the back of the tie and pull out whatever lining it has so that only the colorful part of the tie remains.
Glue or sew together chunks of the tie/ties to roughly the same shape as your pattern, then cut it to the shape of your pattern, then follow any online lampshade making guide.
