In a microwave safe bowl, microwave caramels and milk on high in 10 second intervals, stirring occasionally, until melted; stir in chocolate chips until smooth. In each of 6 parfait glasses layer 1 cookie, 1/3 cup ice cream, and 1 Tbsp. caramel mixture. Repeat layering twice, ending with caramel mixture. If desired, transfer whipped topping to pastry star tip. Pipe in spoon topping onto sundaes. Garnish with cherries and cookies, if desired.
