It looks like it is a Plumeria. It can get beautiful blooms. It likes dry sandy soil, so don't water it too much, wait for the soil to dry completely out before giving it water.

Hi, I'm from Australia and we would call this a fragipani. They love warm temperate to tropical climates. Frost will kill them.

In South Africa it is called a 'Frangipanni. But wouldn't let it dry out like Stella suggests, just don't over water.
