Turkish Rug Dye Bled Onto Fringe

I have a beautiful burgundy 10 X 14 foot Turkish rug that I have wiped with water and vinegar due to my dog getting sick. The red has bled onto the off-white fringe. How do I get rid of the red dye on the off-white fringe?
