It just takes one stray dog to create a big mess for you. A bungie cord securing the lid should prevent trash from spilling out if an animal tips it over. As a deterrent, fill a spray bottle with ammonia and spray the outside of the can every few days. The smell of ammonia should encourage the critter to find a nicer smelling garbage can.

Our neighbor's dogs get into our trash pretty much everyday. We have tried ammonia, bleach, putting the trashcan in the corner of a fence, and trying not to put perishable food in the container and nothing seems to work. We don't really want to spend money on an expensive trash can and unfortunately our neighbors and us are not very friendly with each other. Do you have any other suggestions?

Raccoons also like to get in trash cans at nighttime, as well as bears.
