White, Crusty Film in Refrigerator

I clean my refrigerator and in about a weeks time a white, crusty film forms on the glass shelves (like old spilled milk). I have cleaned it with bleach, other cleaning solutions, and steam cleaned it. What can this be? Also, anything I put in the freezer gets a funny taste and smell. Baking soda has not helped.

Try cleaning it with white vinegar. Can't say that it will work, but vinegar is the best stuff that I have found for cleaning. :)
