Yes, but if it is STUCK and causing the toilet to clog or overflow, you need to drain the toilet and remove it from the floor to access the parts you can't get to from above. When you replace it, you may need to replace the wax ring.
Why would you want to? If you haven't flushed it, then put on a disposable latex glove, reach down and pick it out. If is has been flushed, then it is well on its way to decomposing, and hardly worth retrieving (even if you could). Brenda from Oz.
