I need help. I am doing a scrapbook using Elmer's Craft Bond and the paper I am using with this glue is sticking up and bubbly looking. The layouts look horrible. Please help.

Use a stiff piece of cardboard or an old credit card to spread the glue in a thin layer. What is happening is that the glue is too thick, so it is getting the paper too wet before it has time to dry. Hope this helps!
