You can get colored contacts at your eye doctor.

As mentioned by someone else, you will need a prescription from your optometrist. I order my regular contact lenses from www.contactlensconnection.com. Pearle Vision will not/cannot match their prices!

Colored lenses are more expensive than regular ones, and definitely more expensive from your local eye care store.

You can order them on line, but perscription or not, you'll need to get a fitting from an optomitrist. Try googling colored contacts, or special effects contacts. "Wild Eyes" and "Evil Eyes" make weird ones, if that's what you want.

you have to have them fitted by an eye care specialist i think, even if they're only cosmetic and not corrective in nature b/c they come in sizes to fit the curve and diameter of your eyeball, and everyone's is different.
