Out of curiosity, what kind of garment is it?

How you clean it would depend on the materials/fabrics it is made of. If you have the care tag, you probably also have the fabric information tag. If you know that the fabric is a washable one, try Woolite by hand or on the gentle/handwash cycle,using cool water, then air/line drying.

If you do not know about the material's washability, try googling it .

It's likely plastic with a recycled bonded fabric backing that will come apart when wet. I'll bet you're stuck trying to hand alcohol scrub any stains with a toothbrush?
