Beat butter and peanut butter in bowl with mixer for 30 seconds. Add sugars, baking powder and baking soda, beat until combined. Add in eggs and vanilla. Mix. Add flour. Stir in rolled oats and add chocolate kisses.
Drop by tablespoon onto ungreased cookie sheet. Slightly flatten with hand, if desired. Bake at 375 degrees F for 8-10 minutes or until edges are slightly browned.
