Packaged Mailed from US to Italy is Lost

I was supposed to take eurail passes to my daughter when I went to Italy. The mail was one day late. My husband sent it US postal service. We are now 2 weeks and 4 days into this. The passes need to get to Italy by Dec. 17th. They were found in France but now they are lost again.

The package was mailed in Minetto, NY and an attendant accidentally said it was delivered in Syracuse. My daughter's teacher called and found them in France on Wed., but now they are missing. How can I talk to someone in France? Any suggestions? Thanks.
