There is a product called Odo Ban and it guarantees killing cat urine. You can get it at Sam's Wholesale a gallon for $10 and you dilute it according to directions. I use it faithfully and it is great stuff.

When it happened here, we pulled out the carpet cleaner and used ammonia. It worked for us.
